Sea ice is declining rapidly, wildfires are burning, and permafrost is thawing. All the while, global interest is gathering apace as the region transforms from being a frozen desert into an international waterway. Mia Bennett and Klaus Dodds examine the state of the Arctic today, showing how the region is becoming a space of experimentation for everything from Indigenous governance to subsea technologies. Growing geopolitical competition is accompanying environmental disruption. Countries including Russia, China, and the United States are investing in the Arctic and consolidating their interests in strategic access, resource exploitation, and alliance-building. This book examines why the instrument has such a hold on leaders’ imaginations and rhetoric despite its patchy record in practice. Examining detailed historical case studies from conflicts in Iraq, Bosnia, Kosovo, South Sudan/Darfur, Libya and Syria, The No-Fly Zone in US Foreign Policy: The Curious Persistence of a Flawed Instrument (Bristol University Press, 2025) by Dr. Gustav Meibauer shows how debates about, and actual use of, no-fly zones in US foreign policy have not been primarily about managing conflict or protecting civilians. Instead, the focus is often on navigating contradictory international and domestic political incentives and constraints, leading to US intervention in an ill-considered and incremental manner. This interview was conducted by Dr. Miranda Melcher whose book focuses on post-conflict military integration, understanding treaty negotiation and implementation in civil war contexts, with qualitative analysis of the Angolan and Mozambican civil wars.     Seeds of Exchange: Soviets, Americans, and Cooperation in Agriculture, 1921–1935 (Northern Illinois UP, 2025) examines the US and Soviet exchange of agricultural knowledge and technology during the interwar period. Maria Fedorova challenges the perception of the Soviet Union as a passive recipient of American technology and expertise. She reveals the circular nature of this exchange through official government bureaus, amid anxious farmers in crowded auditoriums, in cramped cars across North Dakota and Montana, and by train over the once fertile steppes of the Volga. Amid the post–World War I food insecurity, Soviet and American agricultural experts relied on transnational networks, bridging ideological differences. As Soviets traveled across the US agricultural regions and Americans plowed steppes in the southern Urals and the lower Volga, both groups believed that innovative solutions could be found beyond their own national borders. Soviets were avidly interested in American technology and American agricultural experts perceived the Soviet Union to be an ideal setting for experimenting with and refining modern farm systems and organizational practices. As Seeds of Exchange shows, agricultural modernization was not the exclusive domain of Western countries.     What is Free Speech with Fara Dabhoiwala

    The speech debates have not abated, and it’s clear that invoking the First Amendment, and the importance of free speech for democracy, does not settle these debates but provokes more questions. We have lost our way, it seems, since people on all sides invoke free speech and then try to silence those they disagree with. Historian Fara Dabhoiwala of Princeton University reminds us that free speech has always been contested, and that it became a political and social value only recently. We invited him to discuss his new book What Is Free Speech?: The History of a Dangerous Idea. Dabhoiwala examines how free speech started as a risky and radical concept, and how it evolved through centuries of political battles to become central to democracy only at a certain point in history. As Professor Dabhoiwala explains, speech rights have come and gone long before campus protests, debates over what talk show hosts can say, and whether there ought to be limits to speech that’s defined as dangerous, offensive, or unpatriotic.     Tyler Jost, "Bureaucracies at War: The Institutional Origins of Miscalculation" (Cambridge UP, 2024)

    Why do states start conflicts that they ultimately lose? Why do leaders possess inaccurate expectations of their prospects for victory? Bureaucracies at War (Cambridge UP, 2024) examines how national security institutions shape the quality of bureaucratic information upon which leaders base their choice for conflict – which institutional designs provide the best counsel, why those institutions perform better, and why many leaders fail to adopt them. Author Tyler Jost argues that the same institutions that provide the best information also empower the bureaucracy to punish the leader. Thus, miscalculation on the road to war is often the tragic consequence of how leaders resolve the trade-off between good information and political security. Employing an original cross-national data set and detailed explorations of the origins and consequences of institutions inside China, India, Pakistan, and the United States, this book explores why bureaucracy helps to avoid disaster, how bureaucratic competition produces better information, and why institutional design is fundamentally political. Our guest is Tyler Jost, an assistant professor of political science and the Watson Institute Assistant Professor of China Studies at Brown University.     Delivering for Democracy – Why results matter

    The global wave of democratic backsliding has undermined the ascendancy of democracy in the twenty-first century. So what do democracies need to do to insulate themselves against this trend? Join Nic Cheeseman as he talks to Francis Fukuyama, one of the world’s best-known political scientists, about why democracies need to show they can make progress without sacrificing accountability in order to restore and sustain citizen’s confidence. Drawing on his new article in the Journal of Democracy with Chris Dann and Beatriz Magaloni, he argues that delivery for citizens is crucial to rebuilding the social contract and hence support for democracy – and warns about the dire consequences of failing this challenge. This episode is based on Francis Fukuyama, Chris Dann and Beatriz Magaloni’s article “Delivering for Democracy: Why Results Matter” that was published in the April 2025 issue of the Journal of Democracy, and is part of an ongoing partnership between the Journal of Democracy and the People, Power, Politics podcast.
