Retired Major Heather "Lucky" Penney of the DC Air National Guard was a young rookie pilot on 9/11 when she received orders to scramble an unarmed F-16s Fighter Jet to intercept a hijacked plane. On September 11, 2001, First Lieutenant Heather “Lucky” Penney was ordered to fly an unarmed F-16 fighter jet on a suicide mission to intercept and take down United Airlines Flight 93. The terrorist attacks caught the military completely by surprise and there was no time to arm the fighter jets with missiles or live ammunition. First Lieutenant Penney and her flight lead, Lt. Col.
