    Pensacola Chamber Hears State Legislative Update on Taxes, Budget Priorities Legislative experts from the Gray Robinson firm briefed Pensacola Chamber members Thursday on major developments from this year's Florida legislative session, with particular focus on property tax reform and state budget challenges. Chris Dawson, George Levesque, and Carlisha Collins presented an overview of state leadership priorities and how competing agendas shaped legislative outcomes during what they described as an unusually active year in Tallahassee. "I don't know that we've seen a year quite like this year with all of the activity that's gone on in Tallahassee," Dawson said. Property tax reform emerged as a major point of contention between the House and Senate. The House prioritized addressing the issue during the regular session, while the Senate took a more cautious approach aligned with Governor Ron DeSantis's position. "The House, when they were putting together their schedule of events and their work schedule, they wanted to go ahead and get property tax off the table," Levesque explained. "The Senate was much more sympathetic to where the governor was on the issue." Despite these disagreements, the legislature did pass protections for consumers regarding data center utility deals. "The legislature implemented changes that are intended to protect the average consumer," Levesque noted. On the budget front, state revenues continue to decline. "This is our fourth straight year with the legislature and the governor delivering a budget that is tighter than the year before," Dawson said, adding that Northwest Florida's delegation successfully secured important local appropriations despite the constraints. The state has maintained investment in health and human services, transportation, and economic development, including support for military installations and the FDOT work program. Dawson specifically praised the region's House representatives for their efforts. "They are up there tirelessly throughout legislative session and in the last couple years, special session after special session, fighting for these appropriations dollars to come back to Northwest Florida," he said. The presentation emphasized that understanding state leadership priorities and their potential conflicts is essential to comprehending how legislative sessions unfold and what issues receive attention from lawmakers.
