    A Ramsar Site is a wetland designated to be of international importance under the Ramsar Convention (the Convention on Wetlands). These areas are legally recognized for their ecological, botanical, zoological, limnological, or hydrological value, aiming to protect globally significant habitats and biodiversity. Ramsar Convention is actually an independent, intergovernmental treaty. While UNESCO serves as its legal depositary, Ramsar is completely separate from the UN system of environmental agreements. Financial responsibility for maintaining a designated Ramsar Site falls strictly on the sovereign host nation, which must allocate its own national budget to protect the wetland. However, both the Ramsar Secretariat and various UN/multilateral bodies offer specialized, indirect financial aid, small grants, and project-based funding. The Ramsar Secretariat administers small, targeted financial grants specifically meant for developing nations or sites facing emergencies.
