    5FF Short Cut: The Unexpected Budget Win for the Housing Market

    The Chancellor has confirmed Your First Home, with price caps that make it mostly only viable in the North, and negative equity inbound for most first-time buyers who take it. Zoopla shows house price inflation at just 0.8%, with 35% of homes in areas with annual price falls, 7% more homes for sale and sales agreed down 7%. Even the OBR now expects house price growth and transactions to slide. The Bank of England reports September mortgage approvals were even worse than August, well below the long-term average of 66,000 a month. The OBR says housing delivery will fall to 229,000 this year and keep falling for three years. Bonus: the silver lining of the Budget no one has mentioned. A calmer, more certain market could bring an uptick in transactions.     Budget Bingo - what housing measures are on your Bingo card for this budget?

    Two days before the Budget, I went live to fill in our Budget Bingo cards. I started with the numbers behind it: the government is spending nearly a billion pounds a day on welfare, and public spending is around 45% of GDP, which is why I expect a long list of small, headline-friendly announcements designed not to spook the bond markets. Then I went through the housing measures that have been trailed: the "Your First Home" 20% equity loan for first-time buyers (which I think is a terrible idea), more money for social and affordable homes, rough sleeping funding, stamp duty, the £2 million mansion tax threshold and the market distortion it has already caused, capital gains tax, National Insurance on rental income and a land value tax. I also answered your questions, from long mortgage fixes and pulling out when a better home comes along, to why first-time buyers get seen as time-wasters, why going live on Boxing Day is a bad idea, and renegotiating before exchange.     Inflation is up, with CPI at 3.5% for September and a November rate rise looking nailed on. Government borrowing is running far beyond forecast, a record for September apart from Covid, with total debt past £3 trillion, which unsettles the bond market and mortgage rates. Job vacancies fell 21,000 to 691,000, the lowest since 2014, with unemployment at 4.7% and Barclays cutting 5,000 jobs. 41% of homes for sale in England have had a price cut, as sellers chase the market down. Mortgage deals now last just 13 days before they're pulled or repriced, so get your mortgage offer locked in. I started with the latest borrowing figures: the government borrowed another £24.5 billion in September, and interest on our national debt is now £11 billion a month, which is more than it would cost to scrap stamp duty on main homes for a whole year. With inflation up again and a base rate rise likely in November, uncertainty is only going one way, so I set out exactly what I would do right now to make a move more certain as a seller, as a buyer, and as someone doing both.     Rightmove's u-turn on House Prices is too late.

After months of headlines about record asking prices, Rightmove now says September 2026 was the busiest month for asking price reductions since 2011, with just over 3,000 listings a day being cut, and that homes priced competitively from the start sell far faster. I explained why that message comes too late for many sellers this year, why buyers set prices, why overpricing pushes buyers away for good, and whether now is a good time to buy.     5FF Short Cut: Housing market in 'Limp Mode', listings backing up into a jam

Viewings per property have halved in two years. Connells found sellers with upfront search packs had 43% fewer fall-throughs and exchanged 37% faster. The gap between new listings and agreed sales hit a 12-month high, with September listings up 15% and agreed sales down 16%. Average advertised rents passed £1,400 a month for the first time, with London around £2,800. Bonus: 470 more buildings have completed cladding remediation, but it's far too slow.
