Habakkuk stands apart from other prophetic books, beginning not with God's message to the prophet, but with the prophet's urgent questions to God. "How long, Lord, must I call for help, but you do not listen?" This wasn't casual curiosity but spiritual anguish from a man who couldn't reconcile God's holiness with His apparent inaction in the face of rampant corruption and violence in Judah around 605 BC. What makes this ancient text so relevant is Habakkuk's authenticity. He didn't pretend to understand God's methods or timing.
