Send us a text What begins as a routine crime suppression shift turns into a moment that still raises difficult questions years later. In this episode of Hill of Justice, former law enforcement officers Jerome Hill and retired Sheriff Victor Hill revisit an in-custody death that occurred after a minor stop escalated into a foot pursuit and physical struggle. Jerome recounts the decisions made in seconds; decisions shaped by training, policy, and the realities of policing high-crime areas. Together, they examine how quality-of-life policing is meant to prevent larger crimes, why those strategies were aggressively pushed at the time, and how the same actions are viewed through a very different lens today. The conversation follows the incident from the initial stop through the medical examiner’s findings, revealing how pre-existing medical conditions played a critical role in the outcome. The episode then turns to the bigger question: if this incident happened now, would following training be enough to protect an officer from prosecution? Hill of Justice explores how the justice system has changed, how accountability is applied, and why these cases continue to shape public trust, officer behavior, and public safety. Jerome Hill: From the streets of Baltimore to the frontlines of Florida’s most complex investigations, Jerome Hill brings lived experience and unfiltered honesty to Hill of Justice. A former law enforcement officer and high-level investigator, Jerome began his career in Pennsylvania before serving with the Baltimore City Police Department. He later became an Unlicensed Activities Investigator for the Florida Department of Health, where he worked major fraud and corruption cases, including the nationally known Biogenesis scandal that exposed professional athletes involved in illegal steroid use. His expertise has been featured on National Geographic’s Trafficked with Mariana van Zeller, where he broke down the realities of black-market medical procedures. Now serving as Chair of the Florida Council on the Social Status of Black Men and Boys, Jerome continues his work in public service by pushing research-driven policy and accountability. He does not analyze the system from the outside. He has lived it. Victor Keith Hill: Sheriff Victor Keith Hill is the former four-term Sheriff of Clayton County, Georgia, and one of the most controversial law enforcement figures of his era. Known for his no-nonsense leadership style and outspoken views on crime, politics, and justice, Hill brings decades of command-level experience to the podcast. His career has placed him at the center of major debates around civil rights, accountability, and law enforcement authority, including his 2022 federal conviction related to inmate restraint practices, an experience that now informs his perspective on the justice system from both sides. After serving his sentence, Hill returned to public discourse with renewed focus on reform, transparency, and political engagement and has announced plans to seek federal office in 2025. On Hill of Justice, he offers a rare lens into leadership, consequence, and the evolving intersection of law enforcement, law, and power.
