    After covering the Congressional Black Caucus Foundation’s Annual Legislative Conference in Washington and bringing part of that reporting home through Inside Erie Politics, one question from Bakari Sellers stayed with Marcus Atkinson: What’s the plan? In this edition of The Briefing Room, Marcus follows that question from Washington back to Erie. The episode examines what ordinary citizens and marginalized communities can learn from the way powerful institutions organize, lobby, and prepare long before major decisions are made.
