MorningFile: Alison Jones on OSAP, career colleges and the questions still unanswered

This week on MorningFile, George Elchuk speaks with Canadian Press reporter Alison Jones about her months-long investigation into Ontario’s student assistance system and the private career colleges at the centre of growing scrutiny over OSAP spending. Jones explains how her reporting began after the provincial government announced cuts to OSAP grants, saying the program was becoming financially unsustainable. Freedom of information requests later showed that much of the recent increase in grant spending was concentrated among private career college students, with a small number of schools accounting for hundreds of millions of dollars in provincial grants. The conversation traces how changes allowing online-only programs to qualify for OSAP were followed by rapid growth at some career colleges, the concerns raised by industry representatives and government inspectors, and allegations contained in court records involving student verification, course completion and OSAP applications. Those allegations have not been proven in court. George and Alison also discuss the province’s decision to pause OSAP payments to private career college students, the referral of concerns to the Ontario Provincial Police, and what the developing story means for students who have been caught in the middle. The episode also asks a broader question: if much of OSAP’s recent growth was concentrated within private career colleges, what does that mean for the justification behind cuts that affected university and public college students across Ontario?
