There are five published answers and they are nowhere near each other.Five hundred million dollars a day — the President. Four hundred million a day — an analyst at a think tank with a long-stated position on Iran sanctions. Four point eight billion between April 13 and May 1, with thirty-one tankers carrying fifty-three million barrels stuck in the Gulf — the Department of Defense. About two million barrels a day removed, an effect described as "moderate" — Brookings. And in August, the governor of Iran's own central bank: exports have effectively ceased.Five numbers. Every one produced by somebody who needed it to come out a particular way. And Lloyd's List reporting at least twenty-six Iranian ships got past the blockade by April 20, which cuts against all of them.Here is why that is a legal matter and not a statistical one. On Nevitt's test, the blockade's legality turns on its effectiveness — an ineffective blockade is an illegal blockade. Effectiveness is a quantity. And it is being measured, almost entirely, by the party whose operation is being judged.This episode also argues that Principle Six is the generous one — the only one of the nine written to protect somebody rather than restrain them. Because self-certified evidence does not mainly let bad work through. It mainly strips good work of the thing that would have made it count. The analyst who built that $4.8 billion figure carefully gets discounted to exactly the level of one who didn't, because nothing available to anyone outside can tell them apart. His name is Captain Isdik Alam and he said so to reporters.He is one of roughly twenty thousand seafarers aboard vessels that cannot leave. Between eight hundred and a thousand ships have wanted to transit the Strait and get out. The IMO's maritime safety director, Damien Chevallier, described crews stranded for close to eight weeks — and that was the beginning of May. Six months ago. The International Transport Workers' Federation reports some of these men unpaid for nearly a year, and says abandonment has widely replaced repatriation. Abandonment is a term of art in maritime labour. It means the owner stops answering.These figures come from United Nations bodies and a transport workers' union. Not from Washington. Not from Tehran.And this episode makes an argument, not an appeal. It gives away the thing you expect it to claim: twenty thousand stranded sailors do not make the blockade unlawful, and they do not make Iran's mining unlawful either. Those questions are settled by conduct against law, and two serious lawyers have reached different answers.Here is what these men are instead. On Monday we established that the blockade's legality, on Nevitt's own test, turns on effectiveness — an ineffective blockade is an illegal blockade. Effectiveness is a quantity. Somebody has to measure it. Within days there were four accounts of what had happened to it.The President said the strikes had totally demolished most of the island. Iran said there had been more than fifteen explosions and that no oil infrastructure was damaged. Central Command said the operation hit more than ninety Iranian military sites. The Fars news agency reported air defences, a naval base, an airport control tower and a helicopter hangar.The only source with no stake in the answer was a satellite. And days after the strike it photographed three tankers moored at the terminal.Then the claim travelled. "Totally demolished most of the island" appeared across outlets, in headlines, in summaries, in analysis that treated it as the baseline against which Iranian denials were measured. Every appearance looked like another piece of reporting. Not one of them was another source. And every outlet quoted the President accurately — quoting a head of state correctly is the job. The accumulation happened in the reader, and nobody in the chain was positioned to see it.This episode also destroys its own argument on air. Three moored tankers do NOT establish that Kharg Island was undamaged. A satellite sees roofs. It cannot see inside a pumping station, a control room, a switchyard or a tank farm. The finding is smaller and sharper: the satellite does not settle what happened, it breaks one claim. An independent source does not have to answer the question to be decisive — it only has to be incompatible with one of the answers on offer.Clyde's Question: isn't "who measured it" a rule that systematically discards the only people who actually know — an Iranian oil ministry official who lived through two hours of continuous explosions? That is not an allegation — it is the finding Mark Nevitt's legal analysis turns on, and he gives it a name: a continuing legal breach. Not a violation committed in February and left to historians. A violation being committed today that Iran lacks the physical capacity to stop committing.And here is what almost nobody has said out loud: the mines Iran cannot find are doing more work than the ones it knows about. A mapped minefield is an obstacle you route around. An unmapped one is a market.Mining an international strait is not unlawful in itself, and this episode says so first. What the Eighth Hague Convention of 1907 requires is a set of precautions, and every one of them is about knowledge — precautions for peaceful shipping, notification of hazardous zones, and rendering unanchored contact mines harmless within one hour of losing control of them. That one-hour rule tells you what the drafters were actually afraid of, and it was not mines. It was mines nobody could account for.Then three facts in one breath. The Revolutionary Guard announced unauthorised vessels would be targeted and destroyed. It announced the Strait would never return to its previous status — which Nevitt reads as a formal repudiation of transit passage. And it is reportedly charging two million dollars a transit on routes it designates. A danger whose extent is unknown, an authority asserting the power to say which route is safe, and a price on being told. Nevitt's phrase for it, and it is his, is weaponised uncertainty.The cost: about 20,000 seafarers aboard ships in the Gulf. Eight hundred to a thousand vessels wanting to transit out. Michael Schmitt — Reading, NYU Reiss Center, Harvard PILAC — reaches one in August: the blockade is unlawful under the law governing the resort to force, even though the United States has enforced it in conformity with the law of naval warfare.And Iran's conduct does not go in a footnote. I have never once been reimbursed.Eleven days ago a government did something nobody has ever done: it paid to take its own rubbish out of orbit.The UK Space Agency awarded ClearSpace roughly £61 million — about $80 million — to fly up and remove two defunct British satellites from low Earth orbit, launch targeted 2029. Both targets are non-cooperative: no docking fixture, no working transponder, no attitude control. One spacecraft captures the first, lowers its perigee so the atmosphere brings it down, releases it, then boosts to the second. ClearSpace won it against Astroscale and Starfish Space.The caveat goes in front of the arithmetic, where it belongs: this is a first-of-kind price containing the entire development cost of a capability that does not yet exist. The second mission will be cheaper. The tenth will be very much cheaper. With that said — eighty million dollars, two objects, is on the order of forty million dollars apiece, and there are more than fourteen thousand catalogued objects up there.But the number that carries this episode is the one nobody is quoting. Between December 2025 and May 2026 — six months — satellite operators performed more than 207,000 collision avoidance manoeuvres. Every one costs propellant, which is satellite lifespan, plus staff time and whatever the satellite was supposed to be doing instead.Forty million dollars is the bill nobody has sent. Two hundred and seven thousand manoeuvres is the bill everybody is already paying — and it is being paid by operators who did not create the fragments they are dodging.And the legal situation is the opposite of what almost everyone assumes. Attribution is not the problem. Attribution is superb: a launching state retains jurisdiction and control over its object permanently, with no statute of limitations, and abandonment transfers nothing. A satellite launched in 1978 still belongs in law to whoever launched it. The owner of the pit is known. There is simply no mechanism by which the known owner is required to pay — and because jurisdiction never lapses, nobody may remove another state's dead satellite without consent. The same legal fact that identifies the polluter protects the pollution.Full credit to the United Kingdom, because the record demands it: their satellites, their money, no obligation, no court, no levy, nobody making them. The register is where it gets held anyway. Both are true at once and nobody has reconciled them.Two numbers carry the episode. Member states file roughly 400 to 500 new satellite network requests a year, and about one in ten reaches a launch pad — the rest are what the trade has called paper satellites for forty years. And "bringing a filing into use," the thing that keeps a position, means ninety continuous days of a capable spacecraft parked at the notified longitude. Not ninety days of service. Not one paying customer. Ninety days of a spacecraft sitting there — and spacecraft can be moved.But the ITU gets full credit twice, because the record demands it. Article 44 of its own Constitution calls orbit a limited natural resource and promises equitable access — treaty text conceding the hard part. And in 2009 the Radiocommunication Bureau struck 145 satellite networks off the books, on the order of 45 percent of what it investigated.
