Lawfare Archive: Paul Massaro on the United States’ Latest Efforts to Combat Corruption

From April 5, 2022: On June 3, President Biden issued a national security memorandum that established the “Fight Against Corruption” as a core national security interest for the United States. The memo described the staggering costs of corruption, with it being “estimated that acts of corruption sap between 2 and 5 percent from global gross domestic product.” The memo also directed U.S. officials to develop a comprehensive presidential strategy focused on anti-corruption. Alvaro Marañon sat down with Paul Massaro, the senior policy advisor for counter-kleptocracy at the Helsinki Commission, to speak about the United States government's latest anti-corruption efforts following the June memo. They discussed the latest developments in the efforts to combat corruption, details around the first-ever presidential strategy on anti-corruption and the kinds of messages these unified efforts send to other authoritarian regimes beyond Russia. Arundhati Roy, author and activist: Writing is universal

“When I was writing it I didn’t think it would touch such a universal chord, you know, because it seemed to me so weird, my childhood and my mother and my life, it was, but of course, everybody has something. And a lot of people I meet have said this to me and that it helped them see their parents as human beings and not just parents.” Ishadrita Lahiri speaks to acclaimed author and activist, Arundhati Roy. One of India’s most celebrated writers and outspoken political voices Roy rose to international fame in 1997 with her Booker Prize-winning debut novel The God of Small Things. Since then she has become as well known for political activism as for her fiction, challenging those in power and using her writing to engage with questions of inequality, nationalism and human rights. In her latest book, Mother Mary Comes to Me, Roy reflects on her complex relationship with her mother and the ways it shaped her life and work. We explore her literary journey, political convictions and what’s shaped her writing. The Interview brings you conversations with people shaping our world, from all over the world. Radioactive Russian Drones - A Conversation with Vitaly Shevchenko

Vitaly Shevchenko of BBC Monitoring joins Natia Seskuria to explore the implications of a radiation warning found on a downed Russian drone. In April 2026, Ukrainian air defences shot down a modified Russian Geran-2 strike drone near Chernihiv, and investigators found a radiation warning label on the warhead, recording gamma readings far above natural background levels. Within hours the story spread internationally, often described as Russia deploying radioactive weapons or a dirty bomb. Ukrainian investigators say the drone was carrying an R-60 air-to-air missile fitted with a depleted uranium fragmentation element, a modification Russia appears to be using to threaten Ukrainian aircraft intercepting the drones. The SBU has since documented further cases and opened a war crimes investigation. This episode looks at the weapon itself, how claims like this are verified, and what the incident reveals about information warfare and media monitoring in a fast-moving conflict. It also explores: What Ukrainian investigators found in the drone wreckage, and what the modification reveals about Russian production and stockpiles. ضيفنا في هذه الحلقة المهندس عبدالرحمن بن عبدالمحسن الفضلي، الذي نعرفه اليوم بصفته وزيرًا للبيئة والمياه والزراعة، إلا أن تجربته تمتد إلى أكثر من ثلاثة عقود في القطاع الخاص والعمل الحكومي. إذ يشاركنا تجربته في إدارة المراعي، والفروق الجوهرية بين قيادة شركة خاصة وإدارة ملفات حكومية أكثر تعقيدًا. يحدثنا الوزير عن الأمن الغذائي والزراعة وتقليل استهلاك المياه، ولماذا كان تغيير خريطة المحاصيل ضروريًّا، ولماذا مُنعت زراعة الأعلاف، واستنزافها للمياه، وكيف تعاملت الوزارة مع أزمات الغذاء وسلاسل الإمداد خلال الجائحة وحرب أوكرانيا. وفي قطاع المياه، نناقش لماذا كان القطاع موزعًا بين جهات متعددة، وهل وصلنا إلى نموذج مائي مستدام، وسبب تذبذب الفواتير وأسعارها مقارنة بالتكلفة الحقيقية لإنتاج المياه، وكيف نقلل هدر المياه الجوفية الشحيحة. وفي ملف البيئة، نتحدث عن ماذا تحقق في التشجير والغطاء النباتي والمحميات، وهل كثرة الأنظمة والإجراءات تعني بالضرورة أثرًا أفضل على الأرض. كيف يدير الوزير القطاعات الثلاثة من دون أن تتعارض مصالحها؟ وماذا تغيَّر في السلع الغذائية والمياه والزراعة والبيئة منذ عام 2015؟ حلقة عن رحلة رجل أعمال انتقل من قيادة المراعي إلى إدارة أحد أكثر القطاعات ارتباطًا بحياة الناس. _ تعقيب الوزارة على قضايا نُوقشت في الحلقة ووعد الوزير بالتحري عنها والرد عليها: - ارتفاع أسعار تراخيص مركز موان: الترخيص المقدم من المركز الوطني لإدارة النفايات «موان» يشكل أداة حماية رئيسية للمستثمر ويمنع ممارسة النشاط من قبل غير المؤهلين لضمان منافسة عادلة في القطاع، كما تمنح حاملها مزايا متعددة مثل الحصول على الدعم الفني والاستشارات، بالإضافة إلى الاستفادة من البرامج التوعوية والدورات التدريبية التي يقدمها المركز. - حالة اقتلاع أشجار مُعمّرة في عفيف: المركز الوطني لتنمية الغطاء النباتي ومكافحة التصحر على اطلاع بالموضوع، وتم الاتفاق مع المقاول المعني على زراعة 10 أشجار بديلة مقابل كل شجرة مفقودة خلال موسم التشجير القادم. - منع الهواة من تحليل الأرصاد دون ترخيص: المركز الوطني للأرصاد أطلق برامج دعم للمهتمين بالطقس والمناخ، يشارك فيها حاليًا أكثر من 2000 ناشط وهاوي حصلوا على التراخيص اللازمة؛ ليكونوا شركاء في نشر الثقافة الأرصادية بمساحات مناسبة لا تتعارض مع المهام السيادية للمركز.

“Austerity Is Not an Option!” — Isabel Ortiz on fighting back against IMF imposed spending cuts and price rises for food.

This week Finance Ministers from across the world will attend the IMF–World Bank meetings in Bangkok, Thailand, and Kristalina Georgieva, the IMF’s boss has called on governments to implement swingeing cuts to their spending and increase costs of basic goods- known as austerity measures. As governments face an increasing debt crisis and rising global tensions these cuts are presented as unavoidable. But is this true? In this episode, Isabel Ortiz, one of the world’s leading experts on austerity, examines how this has become a global norm, harming billions of ordinary people. She explains how policies presented as technical reforms are in fact deeply political, benefiting the rich, deepening inequality, shifting the burden onto ordinary people and fuelling growing public anger. She explains how the IMF and national governments in drive austerity, why the claim that there is no alternative is a lie, and what other choices could look like. From taxing the rich and tackling illicit financial flows to restructuring debt and investing in essential public services, Ortiz suggests practical alternatives to policies that leave so many people paying the price.
