When Americans Were Slaves in Tripoli

In the 1820s, in the settlement of Little Pigeon Creek in Indiana, a lanky, dark-haired boy picked up an unusual book. For a child who had lost his mother at only nine, books were more than mere escapes. In the isolated frontier, they were the next best things to guide one through life. This particular volume was a stirring account of an American merchant captain who had been taken into slavery in Africa. Even for a voracious reader like the boy, the book was captivating. It was one of the texts that informed him of the evils of slavery, whose abolition would become the boy’s mission in adulthood. The book’s author had commanded the ship Commerce, when it struck a reef in fog on the coast of North Africa. The shipwrecked crew stumbled ashore at the edge of the Western Sahara. At first, they thought that the worst was behind them. But they were wrong. Soon a band of Saharan tribesmen captured, bound and stripped them. Then they led them on foot and by camel across the desert. The captives had little food or water, and even less hope of ever seeing home again. Along the way, they were separated and sold into slavery. The captain, James Riley, eventually survived to tell his tale. He convinced a Saharan trader to purchase him and his companions and bring them north. There Europeans paid a substantial ransom for their release. And so Riley and his crew found freedom. His story was among the first real-life accounts of how an American had fallen victim to slavery and lived at another’s mercy. The book, called Sufferings in Africa, became one of the most-read American captivity narratives of the nineteenth century. But Riley was hardly alone. Scores of other Americans had experienced a similar fate. Their ordeals shaped America’s relationship with distant north Africa. التي كانت تسمى تلطيفا “إتاوات”، والأمل في ألا تزداد الأمور سوءا.لكنها ساءت.فشل مبعوث جيفرسون في التوصل إلى اتفاق، وظل الأميركيون عبيدا في الجزائر لعقد آخر من الزمن. لكن كاثكارت لم يكن من النوع الذي يجلس مكتوف اليدين في انتظار من ينقذه. فقد كان ذكيا، متعلما، واسع الحيلة، وفي بيئة مغلقة كما في السجن، تكون مثل هذه الصفات عملة لا تقدر بثمن.تعلم العربية والتركية، وتحول من عامل بسيط إلى كاتب في السجن. واستثمر ما كسبه في شراء حصص في عدد من الحانات المحلية. ومن عائداتها، اشترى لنفسه ولرفاق السفينة طعاما أفضل وملابس ورعاية طبية. كما دفع رشى للحراس وموظفي السجن الآخرين ليخففوا عنهم أعباء العمل.وعندما توفي أحد الأميركيين، دفع كاثكارت رشى للحراس مرة أخرى، للسماح بدفنه وفق الطقوس المسيحية. ومع مرور الوقت، حقق كاثكارت ما لم يحققه أي أسير مسيحي قبله؛ إذ أصبح الكاتب المسيحي الأول الذي يثق به الداي ويأتمنه على المراسلات.بعد وقت قصير من صعود كاثكارت إلى منصب رفيع، ازدادت أوضاع الأميركيين سوءا. كانت البرتغال على مدى قرون تفرض حصارا بحريا على مضيق جبل طارق لحماية طرق الملاحة التجارية عبر الأطلسي. لكن بعد عقود من العداء، وقّعت البرتغال والجزائر هدنة مؤقتة رفعت بموجبها الحصار.ومرة أخرى، تدفقت سفن القراصنة الجزائريين إلى المحيط الأطلسي، واستولوا على مزيد من السفن الأميركية، وأوقعوا نحو مئة بحار آخر في الأسر.قرر الكونغرس التحرك أخيرا. أقرّ بناء ست سفن حربية. لكن القرار جاء مصحوبا بشرط غريب: إذا تحقق السلام مع الجزائر قبل اكتمال بناء السفن، فسيتوقف العمل فيها.كانت أميركا قد خرجت لتوها من أكبر حروبها، وكانت تأمل أن تكون تلك الحرب آخرها. لكن بناء سفن بحرية يعني أن حربا أخرى تلوح في الأفق، وهو أمر لم تكن البلاد قادرة على تحمّله مرة أخرى، ولا سيما بعد وقت قصير من انتهاء حربها الأخيرة.لم تذهب آمال أميركا سدى، ويرجع الفضل في ذلك إلى حد كبير إلى جيمس كاثكارت، دبلوماسي الصدفة الذي وجد نفسه في موقع يتيح له التأثير. فقد كان يحظى بثقة الداي، ويفهم خفايا السياسة الجزائرية. لذلك، عندما جاءت المحاولة الأخيرة للتفاوض عام 1795، كانت فرص نجاحها أكبر من أي وقت مضى.كلّف الكونغرس جوزيف دونالدسون بهذه المهمة. ومع وجود كاثكارت في أروقة البلاط، أوفد دونالدسون مفاوضا يُدعى جويل بارلو إلى طرابلس.
