    It is 1:00 in the morning when Pat Welsh catches a call for a 12-year-old who came home late from school. He is annoyed — the bars are about to close, things are about to jump off, and he wants to be doing real police work. He talks to the kid for three minutes. Then he leaves. Eighteen years later, that same kid finds him in a grocery store line and says: "I graduated from college, I'm married, I have two daughters, and I want to say thank you."
