In a bombshell moment, you'll hear a recording, a taped confession to this murder by Mr. Romance Mcarthur, and collected by then Philadelphia criminal defense attorney and current the Republican candidate for Philly DA, Charles Peruto on October 17th, 1987. This tape was never introduced into the trial which led to Mr. Rios' conviction.
