    Willingness for climate action in South Korea and Finland: A cross-cultural comparison

    Climate change is among the most significant challenges facing modern society, and it impacts everyone across the world. How do people in different socio-cultural contexts perceive the climate crisis, and how willing are they to engage in climate-related action? In this episode, we will compare perceptions about climate change and willingness for climate action in South Korea and Finland, two countries that represent very different cultural backgrounds. Dr. Jingoo Kang and Dr. Sakari Tolppanen from the University of Eastern Finland introduce their cross-cultural comparative research on willingness for climate action among students in South Korea and Finland. This episode is produced with the support of the Otto A. Malm Foundation, and it relates to the Finland-Korea Symposium organised in 2023 to mark the 50th anniversary of diplomatic relations between Finland and the Republic of Korea. Dr. Jingoo Kang is an Academy Research Fellow at the School of Applied Educational Science and Teacher Education at the University of Eastern Finland. Dr. Sakari Tolppanen is a Senior Researcher at the School of Applied Educational Science and Teacher Education at the University of Eastern Finland.     Edward Jones Corredera, "Odious Debt: Bankruptcy, International Law, and the Making of Latin America" (Oxford UP, 2024)

    What are fallen tyrants owed? What makes debt illegitimate? And when is bankruptcy moral? Drawing on new archival sources, this book shows how Latin American nations have wrestled with the morality of indebtedness and insolvency since their foundation, and outlines how their history can shed new light on contemporary global dilemmas. With a focus on the early modern Spanish Empire and modern Mexico, Colombia, and Argentina, and based on archival research carried out across seven countries, Odious Debt: Bankruptcy, International Law, and the Making of Latin America (Oxford University Press, 2024) by Dr. Edward Jones Corredera studies 400 years of history and unearths overlooked congressional debates and understudied thinkers. The book shows how discussions on the morality of debt and default played a structuring role in the construction and codification of national constitutions, identities, and international legal norms in Latin America. This new history of the moral economy of the Hispanic World from the 1520s to the 1920s illuminates contemporary issues in international law and international relations. Latin American jurists developed a global critique of economics and international law that continues to generate pressing questions about debt, bankruptcy, reparations, and the pursuit of a moral global economy. This interview was conducted by Dr. Miranda Melcher whose new book focuses on post-conflict military integration, understanding treaty negotiation and implementation in civil war contexts, with qualitative analysis of the Angolan and Mozambican civil wars.     Fionna S. Cunningham, "Under the Nuclear Shadow: China's Information-Age Weapons in International Security" (Princeton UP, 2024)

    How can states use military force to achieve their political aims without triggering a catastrophic nuclear war? Among the states facing this dilemma of fighting limited wars, only China has given information-age weapons such a prominent role. While other countries have preferred the traditional options of threatening to use nuclear weapons or fielding capabilities for decisive conventional military victories, China has instead chosen to rely on offensive cyber operations, counter-space capabilities, and precision conventional missiles to coerce its adversaries.  In Under the Nuclear Shadow: China's Information-Age Weapons in International Security (Princeton UP, 2024), Fiona Cunningham examines this distinctive aspect of China’s post–Cold War deterrence strategy, developing an original theory of “strategic substitution.” When crises with the United States highlighted the inadequacy of China’s existing military capabilities, Cunningham argues, China pursued information-age weapons that promised to provide credible leverage against adversaries rapidly. Drawing on hundreds of original Chinese-language sources and interviews with security experts in China, Cunningham provides a rare and candid glimpse from Beijing into the information-age technologies that are reshaping how states gain leverage in the twenty-first century. She offers unprecedented insights into China’s military modernization trajectory as she details the strengths and weaknesses of China’s strategic substitution approach. Under the Nuclear Shadow also looks ahead at the uncertain future of China’s strategic substitution approach and briefly explores too how other states might seize upon the promise of emerging technologies to address weaknesses in their own military strategies.     In The Politics of Annihilation: A Genealogy of Genocide (University of Minnesota Press, 2019),Benjamin Meiches takes a novel approach to the study of genocide by analyzing the ways in which ideas, concepts, and understandings about what genocide is and how it is to be prevented have become entrenched politically and intellectually. At the center of this analysis is what Meiches refers to throughout his text as the hegemonic understanding of genocide. Using what Michel Foucault describes as genealogy, Meiches set out to evaluate the process by which the concept of genocide has become intelligible. In doing so, Meiches offers significant evidence in support of many of the emerging critiques of the field of genocide studies. Meiches also inspires reflective and introspective thinking regarding the ways in which genocide scholarship contributes to the maintenance of a hegemonic understanding of genocide.     Reagan, Congress, and Human Rights: Contesting Morality in US Foreign Policy (Cambridge UP, 2020) traces the role of human rights concerns in US foreign policy during the 1980s, focusing on the struggle among the Reagan administration and members of Congress. It demonstrates how congressional pressure led the administration to reconsider its approach to human rights and craft a conservative human rights policy centered on democracy promotion and anti-communism - a decision which would have profound implications for American attention to human rights. Based on extensive archival research and interviews, Rasmus Sinding Søndergaard combines a comprehensive overview of human rights in American foreign relations with in-depth case studies of how human rights shaped US foreign policy toward Soviet Jewry, South African apartheid, and Nicaragua. Tracing the motivations behind human rights activism, this book demonstrates how liberals, moderates, and conservatives selectively invoked human rights to further their agendas, ultimately contributing to the establishment of human rights as a core moral language in US foreign policy.     Austin Dean, "China and the End of Global Silver, 1873–1937" (Cornell UP, 2020)

    In the late nineteenth century, as much of the world adopted some variant of the gold standard, China remained the most populous country still using silver. Yet China had no unified national currency; there was not one monetary standard but many. Silver coins circulated alongside chunks of silver and every transaction became an "encounter of wits." China and the End of Global Silver, 1873–1937 (Cornell UP, 2020) focuses on how officials, policy makers, bankers, merchants, academics, and journalists in China and around the world answered a simple question: how should China change its monetary system? Far from a narrow, technical issue, Chinese monetary reform is a dramatic story full of political revolutions, economic depressions, chance, and contingency. As different governments in China attempted to create a unified monetary standard in the late nineteenth and early twentieth century, the United States, England, and Japan tried to shape the direction of Chinese monetary reform for their own benefit.  Austin Dean argues convincingly that the Silver Era in world history ended owing to the interaction of imperial competition in East Asia and the state-building projects of different governments in China. When the Nationalist government of China went off the silver standard in 1935, it marked a key moment not just in Chinese history but in world history. Austin Dean is Assistant Professor of History at the University of Nevada, Las Vegas. His work has appeared in Modern China and the Journal of American-East Asian Relations. He is on twitter @thelicentiate. Ghassan Moazzin is an Assistant Professor at the Hong Kong Institute for the Humanities and Social Sciences and the Department of History at the University of Hong Kong.     Marc Gallicchio, "Unconditional: The Japanese Surrender in World War II" (Oxford UP, 2020)

    Signed on September 2, 1945 aboard the American battleship USS Missouri in Tokyo Bay by Japanese and Allied leaders, the instrument of surrender formally ended the war in the Pacific and brought to a close one of the most cataclysmic engagements in history, one that had cost the lives of millions. VJ―Victory over Japan―Day had taken place two weeks or so earlier, in the wake of the dropping of the atomic bombs on Hiroshima and Nagasaki and the entrance of the Soviet Union into the war. In the end, the surrender itself fulfilled the commitment that Franklin Roosevelt had made that it be "unconditional," as had been the case with Nazi Germany in May, 1945.  Though readily accepted as war policy at the time, after Roosevelt's death in April 1945, popular support for unconditional surrender wavered, particularly when the bloody campaigns on Iwo Jima and Okinawa made clear the cost of military victory against Japan. The ending of the war in Europe spurred calls in Congress, particularly among anti-New Deal Republicans, to shift the American economy to peacetime and bring home troops. Even after the atomic bombs had been dropped, Japan continued to seek a negotiated surrender, further complicating the debate. Though this was the last time Americans would impose surrender unconditionally, questions surrounding it continued at home through the 1950s and 1960s, when liberal and conservative views reversed, and particularly in Vietnam and the definition of "peace with honor." It remained controversial through the ceremonies surrounding the 50th anniversary and the Gulf War, when the subject revived. In Unconditional: The Japanese Surrender in World War II (Oxford UP, 2020), which publishes in time for the 75th anniversary of the surrender, Bancroft Prize co-winner Marc Gallicchio offers a narrative of the surrender in its historical moment, revealing how and why the event unfolded as it did and the principle figures behind it, including George C. Marshall and Douglas MacArthur, who would effectively become the leader of Japan during the American occupation. It also reveals how the policy underlying it remained controversial at the time and in the decades following, shaping our understanding of World War II.
