Dr. Shai, (as she is affectionately called by her students) was educated at the University at Albany/State University of New York where she earned both bachelor's and master’s degrees, and at Northeastern University in Boston, Massachusetts where she earned a doctorate in Law & Policy. She has been progressively employed as a leader in higher education management for over two decades in sectors that range from state universities, private institutions and community colleges.
