以杜牧〈泊秦淮〉這首詩發想的故事。秦淮名妓柳霜憑藉智慧與膽識，從青樓女子成長為權傾江南的女商人。面對朝廷欽差謝臨舟的查辦，她巧妙周旋，展開一場權謀與情感交織的對決。陰謀、誣陷、政爭之下，兩人歷經波折，最終攜手化解危機，有情人終成眷屬。
