    HEUNI Day 2022 - Towards a global hierarchy of victimhood: global inequality, vulnerability and justice Dr Katja Franko, Professor of Criminology, University of Oslo Ideals of universalism and the idea that all lives are equally valuable, and should be equally worthy of protection, form a standard narrative for human rights regimes and international legal instruments. Moreover, 'vulnerability' is becoming an increasingly important concept within EU law and decision-making. Yet, realities on the ground are marked by social arrangements where lives are de facto unequally protected. The lecture addresses one of the central criminological concepts and perspectives-that of inequality-and examines possible avenues for theorizing the dynamics of global security inequality and inequalities of victimhood.     The European Institute for Crime Prevention and Control (HEUNI), affiliated with the United Nations, is the European link in the network of institutes operating within the framework of the United Nations crime prevention and criminal justice programme. HEUNI was established through an agreement between the United Nations and the Government of Finland in 1981, and in this 40th anniversary podcast series you have the chance to listen to interesting guests and hot topics related to HEUNI's partners and strategy. Our guest in this episode is Dr Rick Brown, the Deputy Director of the Australian Institute of Criminology. He has been a criminologist for 30 years and has worked extensively on issues associated with crime prevention, community safety and policing in Australia, the UK and Republic of Ireland. Rick has published over 60 government reports, book chapters and journal articles on a range of issues including antisocial behaviour, arson, burglary, CCTV, community justice, drink driving, implementing crime prevention, organised crime, policing and vehicle crime. He holds a PhD from the London School of Economics and Political Science and is on the editorial boards of the Journal of Community Safety, the Crime Prevention and Community Safety Journal and the Security Journal.
