    Crawford Breaks Down the Law, Leaving City Attorney Scrambling at Council Meeting

    Businessman Harry Crawford gave the Port Arthur City Council and the City Attorney a lesson in the law. He walked them through the legal terms of his lease and laid out point after point until the City Attorney appeared completely flustered. Roxann Pais Controneo became so rattled that she began interrupting people while they were speaking, showing open disrespect in the room before eventually asking for a break. Crawford also broke down the legal issues surrounding the illegal dumping of spoils on the land the City of Port Arthur leased to him. He went as far as calling out DD7 for failing to obtain the proper resolutions.  All of this raises serious questions about why the City Council continues to keep this City Attorney in place. Roxann Controneo often comes across with a condescending tone when speaking to Black council members and citizens. Opponents of the $3.5 billion wind turbine and data center project have thrown everything they can at it to try to stop it. Some critics seemed almost eager for the project to fall under federal regulation, hoping that Donald Trump would step in and kill it. Meanwhile, this DEI-styled City Attorney risks putting the City of Port Arthur in a serious legal situation if this pattern continues. She appears to be operating no differently than the same insiders who have long mishandled the city’s affairs. There is also speculation that she may ultimately use this position as a stepping stone—possibly turning it into a lobbying role that sends her traveling to Washington, D.C. on the taxpayers’ dime. Imagine someone with no real roots in Port Arthur positioning themselves to represent the city’s interests there. Some believe these political attacks are part of building a résumé that certain council members and the city manager may later support as she pivots toward lobbying. At the same time, it increasingly looks like some opposition to this project has less to do with policy and more to do with the fact that the businessman behind it is Black. The reaction at times feels like some people believe that if Crawford succeeds, it somehow threatens them personally. This anti-Black business attitude from parts of the council is just another day in the ongoing political circus in Port Arthur.

Abbott (United States District Court, Southern District of Texas) contains language that should alarm every parent and every taxpayer in this state.And yes — Children of Diversity Child Placing Agency (CPA) is named in the report.According to the report:✅ Residential Child Care Regulation (RCCR) issued a citation after a contractor reviewing foster children’s level of care found documentation in the agency’s files related to child-on-child sexual contact.✅ The contractor asked whether the allegations were reported to Statewide Intake (SWI) — and according to the report, the operation said the allegations had NOT been reported.✅ The contractor learned no safety plan had been implemented.✅ The contractor had to report the incidents to SWI themselves.✅ Therapy notes indicated an outcry occurred about a month before any report was made.✅ The operation was cited for six minimum standards violations, including violations tied to reporting requirements involving child-on-child sexual abuse allegations.Then there’s the part that makes “Heightened Monitoring” look like a joke.The report tracks Heightened Monitoring (increased oversight used by the Texas Department of Family and Protective Services — DFPS — when an operation has repeated safety and compliance concerns).And in the report’s table, Children of Diversity shows:• 11 Abuse, Neglect, and Exploitation (ANE) investigations opened in the five months BEFORE Heightened Monitoring• 11 ANE investigations opened in the five months AFTER Heightened MonitoringSame number.So if the state turns up the oversight and NOTHING changes… what exactly is being fixed?This episode is not “hate.” It’s not a smear.     Charlotte Moses is making excuses for canceling the December 30th meeting, and it’s embarrassing. This isn’t a “staff mistake.” This is leadership failure. Mayor Moses is old enough and has been in office long enough to stop playing clueless. If you’ve been sitting in that seat for years, you don’t get to hide behind the City Attorney and the City Secretary and pretend you “didn’t know” what the ordinance meant. Read it. It’s not written in code. It’s clear. What makes this even worse is her logic: “Let’s see how they did it a few years ago and just copy that.”That’s not governing. That’s laziness with a title. A real leader doesn’t outsource accountability. A real leader doesn’t shrug and blame staff when it’s THEIR responsibility to make the call. And a real leader doesn’t cancel a public meeting, then act like they had no choice. If the ordinance says the meeting must be rescheduled, then reschedule it. Period.Stop stalling. Stop dodging. This isn’t “a few mistakes.” This is a multi-year pattern of sexual abuse, physical abuse, forced labor, and placing kids with dangerous adults while the agency collected state money for every child.Based on their own documented violations, there is strong evidence this fits Texas Penal Code §20A.02 (Child Trafficking) and the federal Trafficking Victims Protection Act.Here’s why ⬇️✔ Children were sexually abused by foster fathers.✔ Children were forced to sleep in adult beds.✔ Kids were hit with belts, brooms, choked, stomped, and humiliated.✔ Children were forced to perform adult caregiving tasks (changing diapers, G-tube feeding, etc.).✔ Unapproved adults with criminal histories were allowed around the children.✔ The agency hid information from investigators and blocked inspections.✔ They ignored background checks, ignored safety plans, and ignored heightened monitoring orders.✔ And through all of this—THEY WERE GETTING PAID.Under both Texas and federal law, child trafficking does NOT require crossing borders.If you house, harbor, place, or expose a child to exploitation while you financially benefit, that IS trafficking. Period.This agency repeatedly:• put kids in dangerous homes,• ignored sexual abuse,• ignored violent abuse,• allowed prohibited adults to supervise children,• failed to report incidents,• and kept cashing checks while kids were being hurt.That is “institutional child trafficking through systematic neglect, exploitation, and failure to protect.”This is not an “accident.”This is not a “mistake.”This is a pattern, documented for YEARS.Every parent, every taxpayer, every law enforcement official, every elected leader should be outraged.
