    In August 2005, Desmond Meade stood in front of railroad tracks waiting for a train. He was homeless. Addicted to drugs. No ID. No one who would come to his funeral. Desmond Meade is a former convicted felon who became the architect of Amendment Four — the 2018 Florida ballot initiative that restored voting rights to 1.4 million people with prior felony convictions.
