    No Crime Required

    No Crime Required What happens when law enforcement starts looking before there’s even a crime to investigate? In this episode of Rabbit Hole Parasol, we go down the rabbit hole of PITT — Predictive Intelligence Targeting Teams, a little-known U.S. Border Patrol intelligence operation inside DHS. Recent reporting has revealed that PITT analysts can use financial activity, criminal-history information, travel patterns, license-plate data, and other intelligence to identify people for closer attention — sometimes before they are suspected of any specific crime. One case exposed how a federal analyst flagged a man’s financial activity as resembling patterns associated with narcotics trafficking, passed that information to state police, and helped put his vehicle on law enforcement’s radar before an ordinary traffic stop ever happened. But how much of this is actually “predictive policing”? Is AI involved? Where does the financial information come from? How many people are being flagged? How long has this been happening? And what happens when a system finds a suspicious pattern but doesn’t understand the context behind it? We look at what is confirmed, what is still unknown, PITT’s documented history back to 2017, predictive license-plate surveillance, “whisper stops,” financial privacy, and the constitutional questions raised when data creates suspicion before a crime creates probable cause.
