    Volusia County Proposal 1 EXPLAINED: Who Will Choose the County Chair? | 2026 Ballot | S5E98

    What would Volusia County Proposal 1 actually change?   In this short presentation, Constitutional Attorney Katherine Henry explains Volusia County Proposal 1, one of five proposed amendments to the Volusia County Home Rule Charter appearing on the November 2026 ballot.   Proposal 1 would make several changes to the structure of the Volusia County Council.     What is Florida Proposal 3—and what would it actually change about property taxes?   In this short presentation, Constitutional Attorney Katherine Henry explains Florida Proposal 3, a proposed constitutional amendment appearing on the 2026 Florida ballot.   Proposal 3 would make several changes to Florida's property-tax provisions, including increasing the homestead exemption for certain non-school taxes, reducing the annual assessment-increase cap for certain non-homestead property from 10% to 5%, and establishing constitutional requirements concerning how counties and municipalities may use property-tax revenue.     What is Florida Proposal 2—and how would it affect property taxes on certain agricultural property? In this short presentation, Constitutional Attorney Katherine Henry explains Florida Proposal 2, a proposed constitutional amendment appearing on the 2026 Florida ballot. Proposal 2 would create a constitutional exemption from ad valorem taxation for certain tangible personal property that is habitually located or typically present on land classified as agricultural, when that property is used in the production of agricultural products or for agritourism activities and is owned by the landowner or leaseholder of the agricultural land.     What is Florida Proposal 1—and what would it actually change? In this short presentation, Constitutional Attorney Katherine Henry explains Florida Proposal 1, the proposed constitutional amendment concerning the state's Budget Stabilization Fund, which will appear on the 2026 Florida ballot.
