    IF you believe, THEN you will receive (Matthew 21:22). There are many conditional promises in the Bible. It is not OK to focus on the gift and ignore the condition to receive it. As sure as I will receive my Doctorate from Liberty University, if and when I complete the track set before me; God's promises are even more sure.
