Regarding "dirty cops", meaning any that might take illegal loopholes, show blatant bias, etc., do complaint forms by peers/coworkers or general public complaints ever go anywhere? How can the police department improve their relationship with individuals who are afraid of them? How do police officers deal with backlash from the public?
