California DXF Sharing Agreement Explained: CLIA Requirements for Home Health & Hospice

🚨 California Home Health & Hospice Agencies: Have You Received an Email About the DXF Sharing Agreement? Here’s What You Need to Know! If your home health or hospice agency has received a request from the California Department of Health Care Access and Information (HCAI) to sign the Data Exchange Framework (DXF) Sharing Agreement, you may be wondering what it means, whether your agency is required to participate, and what steps you need to take. In this episode of The Home Health Consultant, our co-founder Mariam Treystman breaks down the California DXF Sharing Agreement and explains why certain home health and hospice agencies may be subject to this requirement because they hold a California CLIA certificate. 🏥 In this episode, you’ll learn: ✅ What the California DXF Sharing Agreement is: Understand the purpose of California’s Data Exchange Framework and how it establishes common rules for securely exchanging electronic health information. ✅ Why CLIA matters for home health and hospice: Learn why agencies with a California CLIA certificate may fall under the clinical laboratory category, even though home health and hospice agencies are not specifically listed among the required provider types. ✅ What agencies may need to do: Review the key steps discussed in the webinar, including signing the agreement, establishing a compliant electronic exchange method, and updating the DXF participant directory. ✅ How to check whether your EMR is connected: Discover the questions to ask your electronic medical record (EMR) vendor to determine whether your agency is already connected to a DXF-compatible exchange or is merely capable of connecting. ✅ What to ask a QHIO vendor: If your EMR cannot facilitate the connection, learn what to ask a Qualified Health Information Organization (QHIO) about eligibility, integration, costs, onboarding timelines, and ongoing monitoring. ✅ What information may be exchanged: Understand the limited laboratory and clinical information relevant to agencies participating because of their CLIA status, and why not every electronic request should automatically be fulfilled. ✅ How HIPAA and California privacy laws apply: Learn why agencies must evaluate requests for patient information, verify that disclosure is legally permitted, and maintain appropriate privacy and security practices. ⚠️ The three key action steps discussed in this webinar: 1. Sign the DXF Sharing Agreement if it applies to your agency. 2. Confirm your electronic exchange method with your EMR vendor or explore an appropriate QHIO. 3. Record your selected exchange method in the DXF participant directory, following the applicable instructions. ⏳ Don’t wait until the last minute. Vendor onboarding and implementation may take time, so agencies should investigate their options, request written confirmation from vendors, and keep records of their compliance efforts. 👉 Like, subscribe, and share for more home health & hospice insights! 💬 Have questions about compliance or survey readiness? How to Reduce Medicare ADR Risk in Home Health & Hospice

🚨 Could your home health or hospice agency identify an ADR risk before Medicare does? An Additional Documentation Request (ADR) can be stressful, time-consuming, and potentially costly, but agencies don’t have to wait until an ADR arrives to start looking for vulnerabilities. In this episode of The Home Health Consultant Podcast, our co-founder Mariam Treystman explains how home health and hospice agencies can use Medicare data, PEPPER reports, quality and utilization reports, and current government review priorities to identify potential ADR risks before a contractor requests the chart. 🏥📊 The goal isn’t to manipulate your numbers or change your documentation to avoid an ADR. The goal is to identify outliers, investigate them, and make sure your coding, billing, and clinical documentation accurately support the care provided. If you’re responsible for home health or hospice compliance, QA, QAPI, billing, clinical operations, or survey readiness, this episode gives you a practical framework for thinking about Medicare ADR risk. 👉 Like, subscribe, and share for more home health & hospice insights! 💬 Have questions about compliance or survey readiness?
