    MK#89- Constitution- 17th thru 27th Amendments

    We continue our walk thru the Constitution of the United States. Today we discuss the 17th thru 27th amendments. Amendment XVII (1913) Provides for the direct election of U.S. Senators by the people of each state (instead of selection by state legislatures). Also addresses vacancies and the qualifications of electors. Amendment XVIII (1919) Prohibited the manufacture, sale, or transportation of intoxicating liquors within the United States (and its importation or exportation). Congress and the states had concurrent power to enforce it. (Later repealed by the 21st Amendment.) Amendment XIX (1920) The right of citizens to vote shall not be denied or abridged by the United States or by any state on account of sex. Congress has power to enforce this article. Amendment XX (1933) Changes the start and end dates of presidential and congressional terms (ending the long “lame duck” period). Also clarifies presidential succession if the President-elect dies or fails to qualify before taking office. Amendment XXI (1933) Repeals the Eighteenth Amendment (ending national Prohibition). Also prohibits the transportation or importation of intoxicating liquors into any state in violation of that state’s laws. Amendment XXII (1951) Limits the President to two elected terms. No person who has held the office of President (or acted as President) for more than two years of a term to which someone else was elected may be elected more than once. Amendment XXIII (1961) Grants the District of Columbia electors in the Electoral College equal to the number it would have if it were a state, but never more than the least populous state (currently 3). These electors are appointed as Congress directs. Amendment XXIV (1964) Prohibits the United States or any state from denying or abridging the right to vote in federal elections because of failure to pay a poll tax or any other tax. Amendment XXV (1967) Clarifies presidential succession and disability. The Vice President becomes President upon the removal, death, or resignation of the President. Also establishes procedures for filling a vacancy in the vice presidency and for determining presidential inability to discharge the powers and duties of the office. Amendment XXVI (1971) The right of citizens who are eighteen years of age or older to vote shall not be denied or abridged by the United States or by any state on account of age. Congress has power to enforce this article. Amendment XXVII (1992) No law varying the compensation for the services of Senators and Representatives shall take effect until an election of Representatives has intervened.     MK#88- Constitution- 11th thru 16th Amendments

    We continue our walk thru the Constitution of the United States. Today we discuss the 11th thru 16th amendments. Amendment XI (1795) Limits the judicial power of the United States so federal courts cannot hear lawsuits against a state brought by citizens of another state or by foreign citizens/subjects. (Protects state sovereign immunity.) Amendment XII (1804) Requires electors to cast separate ballots for President and Vice President. If no candidate receives a majority, the House of Representatives chooses the President from the top three, and the Senate chooses the Vice President from the top two. Amendment XIII (1865) Abolishes slavery and involuntary servitude in the United States and any place subject to its jurisdiction, except as punishment for a crime after due conviction. Congress has power to enforce this article. Amendment XIV (1868) Defines citizenship: All persons born or naturalized in the United States and subject to its jurisdiction are citizens of the United States and of the state where they reside. No state shall abridge the privileges or immunities of citizens, deprive any person of life, liberty, or property without due process of law, or deny equal protection of the laws. Also addresses congressional apportionment, disqualification from office for engaging in insurrection/rebellion, and the validity of the public debt. Amendment XV (1870) The right of citizens to vote shall not be denied or abridged by the United States or by any state on account of race, color, or previous condition of servitude. Congress has power to enforce this article. Amendment XVI (1913) Gives Congress the power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the states and without regard to any census or enumeration.
