    Ursula Cowan, is a Senior Threat Research Analyst at Verodin (a FireEye Company), focusing on researching adversaries’ tactics, techniques, and procedures (TTPs), breaking them down to the smallest behaviors, for the purpose of replicating them within the Verodin Security Instrumentation Platform. Ursula's career started as a police detective investigating cyber-crime, death, and online exploitation. She later added computer forensics examiner to her list of responsibilities.     Terry L. Clower is Northern Virginia Chair and Professor of Public Policy at George Mason University. He is also director of GMU’s Center for Regional Analysis. The Center provides economic and public policy research services to sponsors in the private, non-profit and public sectors. Prior to joining GMU, he was director for the Center for Economic Development and Research at the University of North Texas. Dr. Clower has authored or co-authored over 170 articles, book chapters, and research reports reflecting experience in economic and community development, economic and fiscal impact analysis, housing, transportation, land use planning, and economic forecasting. His scholarly articles have appeared in Economic Development Quarterly; Urban Studies; Economic Development Review; Regional Studies, Regional Science; the Australasian Journal of Regional Studies; Regional Studies Regional Science, Sustaining Regions; and Applied Research in Economic Development. His most recent publication is the textbook Globalization, Planning and Local Economic Development with Prof. Andrew Beer (Taylor-Francis, London). Dr. Clower received a B.S. in Marine Transportation from Texas A&M University in 1982, a M.S. in Applied Economics from the University of North Texas in 1992 and a Ph.D. in Information Sciences from the University of North Texas in 1997 specializing in information policy issues and the use of information resources.

In the field of information technology policy, Paul works with software companies and industry associations to ensure data and network security without restricting technological development. He has helped manage industry-wide efforts to prevent technology mandates while improving security. He has also assisted companies in developing privacy policies that protect consumers’ personal information while enabling new products and services. He was actively involved in matters relating to Internet governance during the recent transition of DNS authority. He founded the Quantum Industry Coalition, a group of quantum computing, communications, and cryptography companies working to advance U.S. leadership in the field. In addition to his work with emerging technologies, Paul works extensively with nonprofit organizations addressing the needs of the world’s poorest people. He helped to pass the Water for the Poor Act of 2005, which created a framework for the United States to help provide millions of people with sustainable access to safe drinking water and sanitation, and the Water for the World Act of 2014, which further expanded US efforts to improve access.
