    James has a theory that most of what feels impossibly complicated about this country actually isn't — we've just built a system that's really good at making simple problems look complicated. Convenient, if you're the one benefiting from the confusion.This week he and Emma test that theory on Senate reform, decentralizing power, and letting communities make more of their own calls instead of waiting on Washington to get around to it. James lays out what he calls a "floor" — a baseline of rights and support no community should be allowed to fall through. Voting access, healthcare, education.
