Brown fought this purely internal legal decision (he called it "preemptive capitulation") for over twenty years. It is considered legal to use US government funding to shoot someone but not to try to correct their mistaken understanding of their own faith. The war on terrorism means we are already entangled; the question is "How do we best get unentangled?.
