    A decade ago, Ireland's passport service was in the same place as Canada: long queues, paper processes, and spiking delays. And then they decided to fix it. The country started small: a reservation tool to book time in the office freed up workers, letting them tackle the backlog. Then online renewals for adults, then children. Eventually, online applications with your identity certified by your local police station. It wasn't easy. It took political support, a willingness to experiment, careful design—and a willingness to rewrite outdated laws for the modern world.     Tsiviilkohtumenetlust reguleeriva seaduse järgi tuleb kohtul suunata vaidluse osapooli asjas kokkulepet saavutama, kui see on kohtu hinnangul mõistlik. Praktikas selliste kokkulepeteni liiga tihti aga ei jõuta. Mis on selle põhjusteks ja kuidas võiks kompromissile jõudmist soodustada, arutlevad seekordses saates „Kohtulood“ Paide notar Eve Põtter ja advokaadibüroo Cobalt vandeadvokaat Merle Veeroos. Põtter võtab jutuks lepitusseaduse, mille kohaselt saab küll notar lepitajana tegutseda, kuid mida praktikas notaritelt kahetsusväärselt pea kunagi teenusena ei soovita. Nõuandmise funktsioon kuulub aga notari ametiülesannete hulka sellegipoolest ning Põtteri sõnul küsib ta tehingupooltelt juba tehingu sõlmimise ajal mitmeid eluliselt olulisi küsimusi. „Näiteks kui kaks elukaaslast, kes ei ole abielus, ostavad kahe peale korteri, siis ma esitan neile alati küsimuse, et mis siis saab, kui midagi juhtub. Abielu sõlmimisel samuti – ei ole kohane hakata küsima, et mis saab lahkumineku korral, aga oma klientidele ütlen ma alati, et kõik abielud saavad otsa, sest surmast mitte keegi pääsenud ei ole. Seega tuleks varakult mõelda juba ka pärimisküsimuste peale,“ selgitab Põtter. Kas kokkuleppele jõudmist aitaks soodustada see, kui enne kohtusse pöördumist teha lepitusmenetlus kohustuslikuks? Advokaat Veeroos leiab, et küsimus on siiski laiapõhjalisem. „Oluline on juurutada kohtuväliseid vaidluste lahendamise viise, sest täna toimib lepitusmenetlus arvestatavas mahus vaid perelepituses ja kindlustusvaidlustes. Esmalt on oluline ühiskonna teadlikkust suurendada lepitusvõimaluse olemasolust, et tekiks lepituskultuur kui selline,“ ütleb Veeroos. Millest saates veel juttu tuli, kuula lähemalt Delfi Taskust.
