    Mid-term prime ministers – Episode 2: The Transition

    Becoming prime minister is a job like no other. The arrival of Andy Burnham is the latest in the UK’s recent history of prime ministers coming to the job mid-way through a parliament. Mid-term prime ministers often take over after crisis, political upheaval or the sheer weight of the job have put paid to their predecessor. And mid-term prime ministers come to the job through very different means – a leadership contest rather than a general election, or sometimes even without that. They have less time to make a difference, a party looking for change, and a policy platform that is already well underway. In this three-part series, the Institute for Government takes you behind the scenes of the mid-term changes of prime minister from John Major to Rishi Sunak. Speaking to the senior officials and advisers who were there to explore how prime ministers, their teams and the civil service prepare, what the transition is like, how they build their teams, how they change policy, and the lessons from these premierships on what it takes to succeed as a mid-term prime minister. Mid-term prime ministers – Episode 2: The Transition Many politicians have ambitions to become prime minister but however long a would-be prime minister, their advisers and civil servants spend preparing for a transition of power, that first day walking through the famous No.10 door is the moment that reality hits and the job instantly begins. In episode two we take a closer look at what happened in the first weeks and months of the mid-term premierships from Major to Sunak. How did they go about reshuffling the ministers they inherited? How did they build their No.10 team?     Intriguingly, Fox News has lately been hitting Donald Trump with terrible polling news. In recent days, Fox has found Democrats slightly ahead in Senate races in Maine, Texas, and Iowa, and up by a lot in North Carolina. Critically, Trump’s own favorability numbers are very bad in all those states, even though he won three of them, two by double digits. In all four, his numbers among independents are shockingly awful. Meanwhile, on the Iran war—which is central to why his standing is cratering—Trump aides are privately feeding him hopium. The Atlantic reports that they’re showing him data on Iran’s economy, which supposedly illustrates that if he does nothing and bides his time, Iran will surrender any day now. Doing nothing is the smart play, sir! Yet as Democratic strategist Caitlin Legacki argues in this episode, Trump’s inaction on Iran is a big albatross for GOP Senate candidates.     Energy is no longer the preserve of the business pages and is central to questions of European Security. Disruption to shipping through the Strait of Hormuz has left European gas prices far above where they sat at the start of 2026 and reserves are lower than where they need to be for winter. Jet and diesel markets are tighter than at any point since 2022. And, across the North Sea, unexplained drones and loitering vessels have become a routine feature of offshore operations. In this episode, Andrew Gee, Director, International Security at RUSI, is joined by Amund Vik, senior advisor at Eurasia Group and former head of strategy and policy for the Norwegian Labour Party, and Petras Katinas, a research fellow in climate, energy and defence at RUSI Europe.
