    How has China transformed into a dominant naval power, and what strategic choices must the U.S. make to protect its interests in the Pacific? Toshi Yoshihara and James Holmes join Ron Granieri to discuss the third edition of Red Star Over the Pacific, which answers those very questions. The authors explain how Beijing synthesizes Western and Eastern strategic ideas to expand its maritime reach. Crucially, the conversation moves beyond simple threat assessments to explore how the United States should respond. Yoshihara and Holmes emphasize that the U.S. must maintain its unrivaled regional alliances, exploit competitive undersea strengths, and enforce strict strategic discipline to counter China's growing naval challenge. China's quest for control in the maritime domain is driven both by a weird combination of both confidence and insecurity. James Holmes, PhD, is the inaugural holder of the J.C. Wiley Chair of Maritime Strategy at the U.S. Naval War College and previously served on the faculty of the University of Georgia School of Public and International Affairs. A former U.S. Navy surface warfare officer, he also earned a PhD from the Fletcher School of Law and Diplomacy, Tufts University. Toshi Yoshihara, PhD, is a senior fellow at the Center for Strategic and Budgetary Assessments. Previously, he was the inaugural John A. van Beuren Chair of Asia-Pacific Studies and a professor of strategy at the U.S. Naval War College.     Hellscape Taiwan: Drones, Deterrence, and the Future of Asymmetric Defense

    This week’s episode of the Irregular Warfare Podcast examines how Taiwan could deter—or potentially defeat—a Chinese invasion by transforming the Taiwan Strait into an “unmanned hellscape.” Anchored in the recent CNAS report Hellscape for Taiwan: Rethinking Asymmetric Defense, the conversation explores how drones, autonomous systems, and mobile defenses are reshaping warfare in the Indo-Pacific. Drawing from lessons in Ukraine, the guests argue that cheap, expendable drones offer Taiwan a way to strengthen its longstanding “porcupine strategy” by imposing massive costs on a PLA invasion force during the dangerous amphibious crossing of the Taiwan Strait. The episode also explores how Taiwan’s geography favors the defender if leveraged correctly. Narrow beaches, mountainous terrain, dense urban areas, and the roughly 100-mile Strait create opportunities for a layered defense built around mines, kamikaze drones, mobile air defenses, and uncrewed maritime systems. At the same time, the guests assess the political and organizational barriers Taiwan faces in implementing a truly asymmetric strategy, arguing that the island’s security may depend less on high-end prestige platforms and more on building a resilient and scalable ecosystem of autonomous systems capable of making invasion prohibitively costly. Rear Admiral (Ret.) Mark Montgomery is a senior fellow at the Foundation for Defense of Democracies (FDD), where he directs work on cyber, emerging technologies, and Indo-Pacific security. A former PACOM J3 and carrier strike group commander, RADM Montgomery has extensive experience working on Taiwan defense issues and regularly conducts engagements with Taiwanese military officials. Dr. Stacie Pettyjohn is a senior fellow and director of the Defense Program at the Center for a New American Security (CNAS). A leading expert on defense strategy, drones, and emerging technologies, she is the co-author of Hellscape for Taiwan: Rethinking Asymmetric Defense, which serves as the foundation for today’s discussion.     “Historically, as a region, we’ve been extracted at two levels. If you look at the AI value chain, a lot of our youth, some who have studied computer science, are left at data labelling roles at the bottom of the value chain, where the least value is created. In a different way, a lot of our data is being extracted for free to train those systems. We want to make sure we don’t go into similar models that we had during colonisation.” Leanna Byrne speaks to Kate Kallot, founder of the Kenyan artificial intelligence company Amini, which is building AI infrastructure across Africa, the Caribbean and Latin America. She warns that billions of people risk being left out of the artificial intelligence systems shaping modern life, with languages, cultures and knowledge from large parts of the world underrepresented in the technology being built today. Kate argues that AI risks repeating old patterns of global inequality, with poorer countries supplying valuable data while richer nations reap the rewards. She explains why the Global South should help shape the future of AI, rather than simply supply the data behind it.
