    PARAGRAPH 42: How One FIA Ruling Could Change Formula 1 Forever | Monaco Gasly Penalty Explained Six drivers penalised for a speed limit they couldn't physically meet. One penalty overturned. And buried in the stewards' own document is a single paragraph that gives every team in Formula 1 a reason to never serve a disputed penalty again. In Monaco, Formula One Management provided incorrect distance data for the first pit lane timing zone. A barrier change brought in for Cadillac's arrival as the eleventh team meant drivers could take a shorter line through that zone than the measurement accounted for. The stewards were given wrong data, issued penalties in good faith, queried it mid race, and were told everything was fine. It wasn't. Alpine's right of review proved Gasly never exceeded 60km/h. His penalties were overturned. But the stewards confirmed in Document 99 that no regulation exists allowing them to undo a penalty already served during a race. That's paragraph 42. And every team in the paddock has read it.
