It asks what America looks like the morning after. To answer that question, the National Security Desk applies a pre-mortem—a red-team technique used in military planning and intelligence analysis. Instead of asking what might go wrong, analysts assume that the event has already happened and work backward to identify the consequences, hidden vulnerabilities and cascading failures that conventional analysis tends to miss. Framed as emergency leadership, the address was something else: the latest move in a systematic plan to prevent a free and fair midterm election from ever taking place.
